The 14 stage binary counter CD4060 with internal oscillation circuit is used as the control chip to control the flashing of 12 red, yellow and green LEDs. The speed of LED flashing can be changed by adjusting R3, and the music chip drives the buzzer to send music. In the circuit, resistors R1, R2, R3 and electrolytic capacitors C4 form the RC oscillation peripheral circuit of the CD4060. Changing R3 can change the frequency of the oscillation circuit. The CD4060 internally counts the oscillation signals, and the counting results are output from the Q4-Q14 bow pin. Different counts correspond to different outputs. The CD4060 pin is the reset terminal, which is reset at high level. This circuit selects three output terminals Q5-Q6. When the pin output is low, the connected triode is connected and the LED connected to the triode emitter is lit. When Q5-Q7 are all high level, D2-D4 is cut off, high level is formed on RST, 12 pins of CD4060 input high level and reset, all output terminals are 0 after reset, so that D2-D4 is all on, RST becomes low level, counting starts from 0 again, and so on.
